I've had a front and a rear tyre go down at about 110kmh. Not both at the same time but it doesn't matter whether there's a tube or not, eventually the tyre comes off the rim. the front went down pretty fast and the back one a bit slower. It's a bit scary and hard to hold on, but the trick is not to touch the brakes but roll to a stop. The deflating tyre slows the bike.
