Removing Secondaires - Quickk question

Now i have a aftermarket slip on currently on the gsx1250.. no other mods yet..."YET". will i need a efi controller if i wanna remove the secondary butterflies? Im in the proccess of getting a Efi controller, K&N Filter and pair valve elim kit. but just wondering could i removed the secondaries before i get those?
