I believe in the ACT all Harley-Fergusons (except V-Rods) are lamo LAMS

Apparently so .................the 883 would particularly fit into this bracket already if the cc's were extended everywhere else as well

Yes, unlike most (all?) other states, the rule in the ACT is based on a power to weight maximum threshold, there is no 660cc engine size limit.
"Under the restrictions, learners and novice licence holders can only ride motorcycles with a power to weight ratio NOT EXCEEDING 150 kilowatts per tonne until they have held a provisional motorcycle licence for 12 months. Provisional riders, within the first 12 months must not carry a pillion passenger."
So, a leaner in the ACT can by and legally ride a Triumph Rocket III!

The Rocket 3 could be a bit of a handful , LOL but there are lots of other bikes suitable for learners over 660 cc ............interestingly , a lot of learners are still buying bikes like the 300 kwaka etc instead of the larger capacity bikes .
