It seems to me that the wish for outlaw motorcyclists to not were club colours will make it difficult to identify them.
Also let's be serious. If you were planning an illegal activity would you do so dressed in club colours and riding a motorcycle or wear casual clothing and drive a Toyota Camry

I think the party hard / ride hard bikie of old is a dying breed, replaced by clubs with many avenues of varied businesses creating huge income .
Given that they are willing to fore-go wearing their colours , & a lot now use cars anyway, I think creating an unstoppable underground network would be a real probability .
Stopping any group of three bike riders seems naive , & an assumption that all " bikies" will be on bikes to start with ( nothing to stop them from riding say M109s either, so the type of bike cannot be a given assumption either, so all bikes may be targeted )
I don't know of many businesses who would be willing to just pack in their money making ventures & go away quietly .
I think maybe the authorities should stop thinking of " bikies " as the neighborhood louts with their current approach to them , & think of them as a far more professional group with huge resources behind them, not willing to loose their grip on what they have.
Making them go underground would surely make the authorities job that much harder .
