Not neccasarily  correct

Most of the cost is 3rd party personal injury, that part would depend on number of deaths, number of injuries, cost of those injuries etc.

Denser population base, heavier traffic flow could equal more accidents meaning far higher total payouts

It's a tax mate, and based on whatever the government whip out of us.

Don't know if this will come of anything but last night I signed a petition on Change.org.
The petition is to push the Victorian government to allow 3,6 and 12month renewal payments.

South Australia traditionally had a choice of 6 month or 12 month renewal periods

Some time ago (80's perhaps ??) they increased this to 3, 6 or 12 monthly renewals

Then they decided the choices were too costly to administer so they were going to change to 12 months only, this caused a uproar as so many people seem unable to budget for a full 12 months registration in one hit, so 3 months stayed as a option.
Around the same time they did away with registration labels (3rd state behind NSW and WA to do so) for light vehicles, the number of unregistered vehicles on the road went through the roof, no labels got the blame

Now we have a choice of either

Monthly direct debit renewals or
3 or 12 month renewals

3 month renewals have the same admin fee as a 12 month renewal so you end up paying that $7 fee 4 times a year instead of once

Monthly direct debit is the cost of the 3 month renewal divided equally by 3

One of the beauties of being able to have different payment options, as I have found, you can move the rego due date away from the insurance. Or move the rego away from your partners, if theirs is uncomfortably close.
Helps low income earners keep a registered car on the road = less unregistered cars

The rules here were relaxed 1/7/17
Used to be a fixed rate cut off, 1982 or 83 iirc, prior to that was a rolling 25 years

Now it's 30 yo

Here's a link to the new code of practice

Thanks Chook, found it, the fifth last word off the Code of Practice mentions "bike" within the definition of vehicle.
