Adjusting the Bandit Seat
There is really good instruction set here for adjusting the height on a Bandit seat (with pictures):

This applies to the 2005+ GSF650, 2006 GSF1200 and 2007 onwards GSF1250 Bandits with adjustable seat.
The seat comes apart in two pieces:
Remove two screws and two nuts:
Viola!:
Put the rear (passenger) section aside.
Now remove the 4 rubber bumpers on the front section and the two screws under the front lip:
In the next pics, the seat is turned around so the image is reversed.
With the screws and bumpers removed:
The seat pan will separate from the shell:
Like so:
Now remove the 2 bracket nuts:
Move the bracket to the other 2 holes and replace the nuts:
Replace the seat pan onto the shell. Now install the front 2 screws under the front lip in the other 2 holes for the high position.
This is what it looked like before removing the seat pan:
This is after putting the pan back on in the high position:
Notice the one inch gap this creates between the shell and the seat pan above.
Now replace the rubber bumpers, reversed from their original position.
Bumpers in low position:
Bumpers in high position:
Put the front and rear seat sections back together:
Now install the seat back on the bike and you're done.

You'd have to retain the rear seat base to get the locking tabs but it could be done (in theory!).

Bit of cutting and welding and maybe the lock could be moved to the front seat.

It does make you wonder why this stuff isn't in the Owners Manual - surely not the sort of thing you need to get the dealer to do at $80+ per hour labour.
