After 3 days of non stop rain (again ) our front yard looks like a Tasmanian waterfall .
Overflow from a dam .

Down here you have to pay for water if you irrigate out of a dam. But if you put a wall around the dam so that water can't flow into it, then it's a tank and you don't have to pay.

Isn't there a Council in Sydney or Melbourne that will only approve a rain water storage tank as long as you have a meter on it so they can then charge you for the water you use from it ? Something about the water would have naturally flowed onto the catchment area and you would have to used it from the street mains if it was not for your tank. Might be an urban myth but is bizzar enough to be true.

Not a myth, and AFAIK they don't use meters, Its a yearly fee based on the size of the dam. I think it only applies if you live near a catchment area.
